Vergileme ve kayitdişi istihdam üzerine bir analiz

Ülkemizde ve diğer ülkelerde hükümetlerin karşı karşıya oldukları en büyük problemlerin başında kamusal ihtiyaçların finansmanı ve borçlanma gelmektedir. Bu sorunlarla mücadelede kamu harcamalarının kısıtlanması ve/veya gelirlerin artırılması ülkelerin karşısına çıkan başlıca iki yöntem olarak görülmektedir. Bu yöntemlerden gelirlerin artırılması yolu her zaman daha fazla tercih edilir nitelikte olmuştur. Ancak bu enstürmanın kullanımı noktasında karşılaşılan en büyük engel kayıtdışı ekonominin varlığıdır. Kayıtdışı ekonomi, gerçekleştirilen faaliyetler neticesinde ortaya çıkan kazanımlardan devletin pay almaması amacıyla söz konusu faaliyetlerin gizli tutulmasını ifade eder ve çeşitli ölçüm teknikleri mevcuttur. Bu yöntemlerden bir tanesi de istihdam yaklaşımıdır ve bu yaklaşım sonucu ortaya çıkan değerlerin karşılığı olan olguya kayıtdışı istihdam adı verilmektedir. Kayıtdışı istihdam üzerindeki en önemli sebeplerden birisi de vergileme ve buna yönelik uygulanan tekniklerdir.

The major problem among the biggest problems with which the government in our country and other countries face, is the financing of public needs and the loan. The limitation of public needs and/or the increase of income during the struggle with these problems are accepted as two major methods for countries. The increase of income is always a preferred method among the other methods. However, while this instrument is being carried out, the most important problem which is being faced with is the existence of informal employment. The informal economy represents concealing the stated activities with the purpose of that the government doesn’t take a share from the gains acquired in the consequence of the activities carried out and also there are some measurement techniques. One of these methods is the concept of employment and the fact, corresponding to the values which occur as a result of this approach, is called as employment. One of the most important reasons for informal employment is the taxation and the applied techniques for this.
