Poverty  is  a  multi-dimensional  problem  consisting  of  several  causes  and  results.  It  requires  various  approaches and colloboration for the solution as well. Also poverty has been an important problem in Turkey.  However, no important policy  was been able to be developed to terminate or decrement poverty. Having  no  coordination between the institutions contending with poverty restricts the policies efficiency in useas well. It  has been stated that the public sector has been allocating an important portion of resource in spite of all these  problems.  Policy-making  process  consists  of  such  phases  as  agenda-setting,  policy   formulation,  policy  design,  policy implementation and policy evaluation. Effectiveness of a public policy depends on the proper production of the policy which goes through these phases.  The  purpose  of  this  study  was  to  examine  public  policies  aimed  to  prevention  of  poverty  are  being  identified  and  applied  regardless  of  poverty.  Also  it  was  to  appoint  public  policies  should  take  appropriate  measures to the situation of increasing poverty dayby day. In this study, it was discussed to need new social and  cultural policies because of actual public policiesare not sufficient to prevent poverty and they often indexed to the  economy.  Also  in  this  study;  public  policies’  characteristics  were  examined  to  prevent  poverty  and put  forwarded erroneous applications in this topic.
