In this research, it is aimed to find out the opinions of the administratives’ who are working in state elemantary schools. The reseach is in the design of case study which is a model of qualitative research. Working group is the administratives in state schools in Şehitkamil and Şahinbey towns of Gaziantep. Working group is determinded as maximum variation sampling method among purposeful sampling methods. Datas are gathered by semi-structured interview technique. On data analysing, descriptive and content analysis methods are used among qualitative research analysis. In this research, it is found that the innovative changings in our education systems should be done on time, thought its background before , done on the line of long-term planning, and carried out by motivating by participative management politics.
